According to the National Center on Child Abuse and Neglect, almost twothirds of the reports of alleged child abuse and neglect filed this year will be deemed unfounded. And while James noted that the urban trend of children wrongfully reporting parents for abuse is not a problem in this area, some nationwide trends have reached Darke County. "There's an increase in infant injuries, sexual abuse reports and custodial disputes," said James.

"In the case of child custody, we get a tremendous amount of reporting." Darke County also has to deal with the myriad new and revised regulations that apply to children's services departments. "It's almost a daily requirement to go in and check on what new rules have been effected for child welfare," acknowledged James. "We're only allowed to keep an investigation open for 45 days. We're very concerned about quality assurance. We know if there's a mistake, it can result in somebody being hurt." Home Health Care Products Financing Available on All Scooters.

Dream From Page 1 There really is no known cause at this lime, but it is believed that the neurotransmitters in the brain are blocked that usually send the signals to "paralyze" the sleeper once the dream stage of sleep is reached (National Sleep Foundation). Usually, muscle tone is lost in REM and you are very relaxed.

To a person with REM behavior disorder, this is incomplete or absent. The disorder affects predominantly males aged 60 or more, but it is known to occur in all ages and both sexes. The ailment is in a group called parasomnias which includes sleepwalking and sleep talking. The best way to diagnose this us through a formal sleep study where trained technicians monitor for abnormal behavior such as kicking and grunting, especially in the REM or dream, stage of sleep. A videotape is also necessary for the physicians to watch the movements so that a proper diagnosis can be determined.

The treatment for REM behavior disorder consists of medications that will allow your sleep to be more relaxed. Since this can potentially be dangerous to yourself or others, it is recommended that you speak with your family physician immediately if you feel you may have this sleeping problem. He or she can then refer you to a sleep clinic if there is a necessity. Legislation caps, however, are after-the-fact. They don't deal with the current budget or spending programs.

Jordan that in order to get rid of a current law (such as the budget), an initiative has to be started. "It won't be easy, though," he said. According to research obtained on the web site of the Ohio Secretary of State, a committee of three to five persons must be formed and the initiative submitted to both the Secretary of State and the Attorney General, along with a filing fee of $25 and 100 signatures. Signatures equaling 10 percent of the votes cast in the last gubernatorial election must be obtained. They have to come from at least 44 of Ohio's 88 counties, with signatures in each county totaling at least 5 percent of the previous vote.

Based upon the last election, that means 322,899 signatures must be collected throughout Ohio, with 873 signatures from Darke County. There are two other possibilities initiating a statute for legislative action and a budget corrections bill but those options have little chance of succeeding. "I'd say the chances are slim to none," Jordan said. Jordan said he would be willing to provide leadership in any effort to repeal the tax increase. Both Faber and Fessler also said they would support such an effort.

A number of individuals and organizations have indicated they are willing to provide some leadership and the support of their memberships in putting an initiative on the ballot. They include the Buckeye Institute, Joseph Curran (Franklin Cty Republican Central OTA, Ohio Roundtable, Family First, Citizens for a Sound Economy, National Federation of Independent Business and more. Contact information is included with this article or available at www.dailyadvocate.com, under Speak Up. Jordan insisted it wouldn't be easy, but that it can be done. "Term limits got accomplished this way," he said.
